Malaysian government has been investing huge funding initiatives in building e-services for the national, state, and municipal libraries. This initiative is supported by the national aspiration for creating knowledge-based society. From the perspective of the libraries, an online presence is pivotal in supporting the increased rate of internet usage among the stakeholders, academics, and students. The result of adopting electronic services has changed both the means of communicating with the users and the nature of the service. This study aimed to investigate the factors for the intention to use the libraries’ e-services specifically Pustaka Negeri Sarawak E-services by the selected group of users who are the state civil servants in Wisma Bapa Malaysia, Kuching, Sarawak. This study used self-administered questionnaires which were distributed to the state civil servants in Wisma Bapa Malaysia, Kuching, Sarawak. This study obtained the findings of three emerging factors for the intention to use Interface Effectiveness (IU), Confidence in System (CS), and Effectiveness of Use (EU). The most significant factors on the intention to use Pustaka Negeri Sarawak E-services among the state civil servants in Wisma Bapa Malaysia, Kuching, Sarawak are Effectiveness of Use (EU) and Interface Effectiveness (IU). From the perspective of the user-centric approach, the intention to use Pustaka Negeri Sarawak E-services can be increased by involving the users’ in the designing phases of the libraries’ e-services.
